Canada to welcome 500,000 new immigrants in 2025
We have a good news for Indians who are planning to immigrate to Canada, recently Canadian government released Canada Immigration Levels Plan 2023-2025.
Canada recently released its Immigration Level plan for 2023-2025.
Canada will be aiming to welcome 465,000 new immigrants in 2023,
For 2024, Canada plans to welcome 485,000 new immigrants,
And for 2025 Canada to welcome 500,000 new immigrants in 2025.
Canada broke its past records by welcoming 405,000 immigrants in 2021 and is nearly looking to welcome 432,000 new immigrants this year i.e. 2022.
The Immigration Levels Plan acts as a guide for the number of immigrants Canada aims to welcome each year. Canada’s immigration goals include growing the economy, reuniting families, and offering asylum to refugees fleeing hardship abroad.
Express Entry and PNP targets will rise further
Majority of permanent residents will immigrate to Canada through economic class programs mostly from Express Entry system or through Provincial Nomination Programs (PNPs).
The targets for Express Entry landings (principal applicants, spouses, and dependents) will rise as follows:
- 82,880 in 2023
- 109,020 in 2024
- 114,000 in 2025
The PNP will remain Canada’s leading admissions program for economic class immigrants and targets will also increase to:
- 105,500 in 2023
- 110,000 in 2024
- 117,500 in 2025
Higher PGP admissions
After the economic class programs family class sponsorship is the second largest permanent residence class set out by the Immigration Levels Plan because IRCC has a mandate to reunite families. Under family class immigration programs, applicants are sponsored for permanent residence by a spouse, partner, children, or other family member.
Canada will continue to welcome around 80,000 new immigrants per year under the Spouses, Partners and Children program.
Targets for parents and grandparents will also rise to 28,500 in 2023, 34,000 in 2024 and 36,000 in 2025.
Refugee and humanitarian class targets to decline
Refugees and humanitarian class immigrants also have an allocation under the Immigration Levels Plan. Canada welcomes refugees who are seeking shelter due to unsafe situations in their countries.
Canada is welcoming around 40,000 refugees from Afghanistan. And Canada plans to welcome 76,000 new refugees in 2023 and 2024, before slight dip to 72,750 in 2025.
The same goes for the humanitarian class target which is declining from nearly 16,000 in 2023 to 8,000 in 2025.

Canada’s immigration strategy
Let’s take a look at how Canada’s current immigration strategy is formed, in 1980’s Canadian government of that time didn’t have a plan based on future, they just invited new permanent residents based upon the current economy and demand.
In 1984 Canadian government welcomed 90,000 new immigrants to the country. And Canadian government on 1990s recognised the shortage of labour force and set the target to 250,000.
Canadian government invited more economic class immigrants instead of humanitarian class during the economic recession.
Till 2015, Canadian government invited around 260,000 immigrants yearly and after the new government took place, they increased the number to 300,000, and further increased it to 340,000 right before the world hit with COVID-19 pandemic.
Due to closed borders and travel restrictions in 2020 it was very difficult for IRCC to process the applications. But in 2021, Canada invited a record number of 405,000 new permanent residents. These targets were reached through large allocations of spots through the Canadian Experience Class and Provincial Nomination Programs (PNPs).
Canada is currently facing labour shortage with around 10 lakh job vacancies. Both are major factors for the recent increase in the immigration targets that’s why its best time to apply for permanent residency in Canada.
Canada has one of the lowest birth rates in the world, just 1.4 children per women. Due to slow natural increase in the population as the number or death per year is more than births per year, welcoming immigrants is the only solution for Canada to solve the labour shortage. Canadian government is also focusing to maintain a strong tax base, so essential services such as education and healthcare can be provided to Canadian’s.
Another major factor is Canada’s older population, which is around 90 lakh people, and that’s around 25% of total population of Canada, and they will be retiring by 2030. This will create a lot of jobs in this decade, so it’s a Golden decade for immigrants who are planning to immigrate to Canada.
The government must announce the Immigration Levels Plan each year by November 1 as per the Immigration and Refugee Protection Act (IRPA), which is Canada’s main immigration law. However, the 2022-2024 immigration levels plan was the second announced in 2022, the first occurred in February after the most recent federal election on September 20, 2021, caused the 2021 announcement to be delayed.
